As we at EB5AN pause a moment to look back on 2025, we are proud of what we have accomplished and thankful for all the people with whom we had the pleasure of working. We would not be where we are today without our EB-5 investors, our business partners, and our team. We are grateful for the trust of our EB-5 investors and look forward to a new year full of fresh opportunities and challenges to overcome.
A Busy 2025 Brought Continued Growth and Wins: More Job Creation, More Completed Projects, More Green Card Approvals, and More Investor Repayments
This past year, EB5AN has remained one of the most active players in the EB-5 industry. Since the passage of the EB-5 Reform and Integrity Act of 2022 (RIA), we have structured 29 Form I-956F project applications and have received 25 Form I-956F approvals. We are also pleased to report that, in that same time, those EB5AN-managed EB-5 projects have created over 16,000 qualifying EB-5 jobs, a number that reflects the quality of projects we offer our investors.
This was also the third fiscal year in which our regional centers were required to file Form I-956G annual compliance reports. As in each of the prior years, our team successfully completed these filings on time and paid all government fees in accordance with USCIS requirements.
Part of our success stems from the fact that we were the first company in the history of the EB-5 program to have regional center coverage of the entire continental United States. This coverage allows our project selection team to identify the best deals, regardless of their location, an advantage that is especially critical in the age of rural projects.
Rural Becomes the Preferred Choice
The RIA implemented major changes to the EB-5 program. One of these changes was the introduction of urban and rural targeted employment areas (TEAs).
Over the past few years, the rural category in particular has gained prominence: This category offers significantly faster Form I-526E processing and access to 20% of the EB-5 visas made available each year.
The most shocking difference in the EB-5 program under the RIA has been the rural priority processing times. We are thrilled to report that hundreds of EB5AN’s investors have received their rural Form I-526E approvals in less than nine months, with some receiving approval in as fast as five months.
EB5AN is also proud that over 700 EB-5 investors in our rural and urban EB-5 projects have received Form I-526E approvals. Over 660 of those approvals have been for investors in our rural projects. And through concurrent filing under the RIA, hundreds of EB5AN investors have quickly received employment authorization and travel documents.
Additionally, in 2025, we received multiple Form I-956F approvals, including for our Bay Creek, Grand Park, and Rocky River rural projects.
We believe rural TEA projects will remain the preferred choice through 2026 and beyond due to the significant advantages it offers in processing speed and set-aside visa access. We look forward to continuing to help investors take advantage of this category’s benefits.
EB5AN Project Updates
With project completions, investor repayments, and the continued success of long-term master-planned communities, EB5AN’s projects have performed exceedingly well. Careful diligence, proper structuring, and ongoing monitoring are key to our success.
One of the most rewarding parts of our work is seeing projects come to fruition, which means we get to give investors good news.
One of the best examples from this year is Water Club North Palm Beach. This EB5AN-managed project received a full, on-time repayment of its loan investment.
Beyond this, several of EB5AN’s projects were completed or made substantial progress this year. Some examples include the Kindred Resort at Keystone project, which has won numerous awards and will start receiving guests in early 2026. Additionally, the Snake River Sporting Club finished the construction of its lodge and is welcoming guests now.
EB5AN’s projects continue to create jobs. In total, EB5AN’s post-RIA deals have created over 16,000 jobs, with many more jobs being created every day! We are pleased to end the year with 10 post-RIA deals fully funded with all jobs created, meaning 860+ investors in those projects have a clear path to Form I-829 approval and removal of conditions on their Green Cards.
In keeping with our core company value of transparency, we want to also provide an update on one of our early rural projects, Wohali, which faced challenges this past year. While we hope to never see a project struggle, we are pleased that our careful planning from the start has kept our EB-5 investors in a strong position.
Wohali has become an example of how EB5AN’s approach to structuring projects helps keep our investors safe. With significant early job creation and a senior loan secured by the property, Wohali’s EB-5 investors remain on track to receive permanent Green Cards and a full repayment of their principal investments.
Outstanding Investor Success
A key differentiator of EB5AN’s projects in 2025 was the continued immigration success of our EB-5 investors. In 2025 alone, more than 500 of EB5AN’s investors received Form I-526E approvals. For us, this is by far a record number of approvals in a single year.
Likewise, many EB5AN investors from pre-RIA deals have received their Form I-829 approvals this year, officially becoming U.S. permanent residents.
As can be seen on our investor testimonial page, investors continue to trust EB5AN to ensure they achieve immigration and financial success. And we continue to perform.
Goals for 2026
Our hope for EB5AN in 2026 is to continue offering exceptional value to our investors.
We will begin the year with an unprecedented set of seven I-956F–approved top-tier EB-5 projects, and we plan to build on this solid start with new high-quality offerings. We believe submitting projects early and waiting for a Form I-956F approval is an additional layer of protection for investors, representing a critical milestone in minimizing their immigration risk.
For the EB-5 program, 2026 will be a pivotal year. The deadline for the program’s grandfathering clause is currently set to expire at the end of September 2026, so we anticipate a very busy year in the EB-5 program. We are optimistic that Congress will extend the grandfathering provision, but until that happens, we expect there to be tremendous pressure to invest in 2026.
Another factor driving this pressure is an anticipated increase to the minimum investment amount at the start of 2027.
Our team has been working hard to structure additional high-quality EB-5 offerings that will have Form I-956F approval in time to accommodate additional investor demand ahead of these looming deadlines.
As we head into the new year, we continue to pride ourselves on offering high-quality investments with enhanced immigration and financial safety features. We believe investors deserve a menu of options that meet their unique needs, regardless of their country of birth or investment goals.
To maintain a wide array of best-in-class projects, we plan to keep our focus on in-process real estate developments with prior sales where the EB-5 fund can hold a priority repayment position. For EB-5 loans, this means structuring the deals as senior loans or securing the loans through parent-company repayment guaranties. These features offer investors exceptional security.
Additionally, we remain committed to leading the industry in transparency. We plan to provide more transparency on our own projects and do everything we can to encourage others in the industry to be more transparent as well.
As part of these efforts, we will continue to promote open communication in a rapidly evolving environment by offering in-person seminars and EB-5 project events as well as online webinars. We had many successful such events in 2025, including a site visit to our new Bay Creek project. We also hosted in-person events in Miami and San Francisco. Through such events, we enjoyed connecting with investors and others in the EB-5 industry and look forward to more opportunities to do the same in 2026.
