Bay Creek August 2025 Construction Update

Bay Creek is a master-planned residential community in Cape Charles, Virginia, on the Chesapeake Bay. As planned, the project will expand existing community infrastructure, sell 340 residential land lots, and build and sell 61 homes.

Additionally, work on the project is expected to enhance existing amenities that define the Bay Creek lifestyle. The project will continue to refine Bay Creek’s two award-winning golf courses designed by golf legends Arnold Palmer and Jack Nicklaus. It will also improve the Bay Creek Club’s golf clubhouse.

Residents will still enjoy access to two miles of private beaches and to Bay Creek’s 350-acre nature preserve, which is perfect for kayaking, fishing, and other water activities. And new recreational and lifestyle amenities are planned that will make Bay Creek a unique place to call home.

Construction Progress

Construction and development activity at Bay Creek continues to advance across multiple villages, with significant milestones reached in July 2025. In Village F – Scott’s Landing, Phase I infrastructure has made notable progress. Clearing of the site has been completed, and roads and lots are now rough graded, with bulk earthwork approximately 75% finished. Storm drain installation is complete, with 46 structures and more than 4,200 feet of reinforced concrete pipe installed. An additional 1,000 linear feet of silt fence has also been placed to support erosion control. Preparations are underway for water and sewer installation, with pre-construction coordination completed.

Phase II planning in Scott’s Landing is also progressing. A detailed model of the water and sewer system has been completed to accommodate additional units, and evaluation of new product types is underway. Work has also begun on future community amenities, including a hydrographic survey for the planned community dock and a feasibility study for a central irrigation system.

At the Fairways, evaluation of the remaining property to be developed has been completed, and coordination with the Town Planner is ongoing to refine proposed building layouts. Meanwhile, in Village N – Bayside Village II, the central irrigation system serving Bayside I and II is now fully operational. Installation and testing of the central pump station were completed, and operators received training on the system this month. The system provides irrigation for 146 homes and common areas using lake water, eliminating the need for individual wells. At Captain Orris Browne Park, Phase I improvements for Lots 301–306 were completed.

In Village M, pre-development planning efforts continued. A full topographic survey of 31 acres, including dune and beach areas, has been completed. Upcoming work includes geotechnical fieldwork and wetlands evaluation. Land planning efforts are advancing, while engineering teams have begun reviewing existing water and sewer systems to inform future development.

Bay Creek remains on track with its phased development plan, with key infrastructure and planning milestones achieved this summer and further activity scheduled to accelerate in the coming months.

Secured Senior Loan

The Bay Creek EB-5 investment is structured as a secured senior loan. The loan is backed by a first-priority mortgage on portions of the property. The project’s loan is divided into multiple tranches—one for each EB-5 investor. Each tranche has its own four-year term that is independent from the loan terms of the other tranches. Loans split into tranches with individual loan terms are rare in the EB-5 space. And a four-year term is shorter than typical rural projects.

Phased Development and Delivery

The community has been in development for several years. Under the prior ownership group, Bay Creek sold nearly 300 land lots and many homes. A key advantage of Bay Creek is its flexible, phased development approach, which allows the project to accelerate or slow down in response to market conditions. This approach helps ensure each component is delivered at the right time. As a result, EB-5 investors face less risk.

Experienced Development Team

Bay Creek is being developed under the leadership of Bobby Masters, who has served as the General Manager of Bay Creek since January 2020. In this role, he oversees all development, sales, and club operations at Bay Creek. Mr. Masters has worked on master-planned communities with extensive amenities for nearly 40 years. In that time, he has led development and sales at more than 15 communities with over 30,000 homes on more than 25,000 acres of land.

Mr. Masters has a proven record of managing golf courses, clubhouses, aquatic centers, marinas, food and beverage outlets, hospitality operations, and homeowner association management groups.
