Rocky River’s First I-526E Approval Received in a Record Time of Only 6.5 Months

Rocky River is a 1,120 single-family home community with amenities, being developed by Kolter Homes. This Cresswind community is an age-restricted, 55+ active adult community in Locust, North Carolina, about 45 minutes from downtown Charlotte, North Carolina.

Rocky River follows 13 successful Cresswind communities developed by Kolter Homes, including Twin Lakes Georgia. Each of these projects is either completed or currently under construction, with more than 5,800 homes already built and turned over to buyers.

On May 29, 2025, an investor received the first I-526E approval in the Rocky River project in only 6.5 months. This swift adjudication should give confidence to other Rocky River investors that their I-526E petitions are on track for prompt approval.

The first Form I-526E approval for EB5AN Rocky River Fund 29, LP was received in only 6.5 months—marking the fastest rural I-526E approval on record for an EB5AN investor. The investor filed their I-526E petition in November 2024 and received approval in May 2025. Cresswind Wesley Chapel, located about 30 miles from Rocky River, launched construction in December 2020 and sold its first home in December 2021. By January 2025, 315 of the planned 606 homes have been sold, with 258 fully constructed and delivered to buyers. At its current pace, the community is on track to sell out within the next three years.
