Rocky River Rural EB-5 Project November 2025 Construction Update

Rocky River is a planned 1,120-home community offering a full range of lifestyle amenities, currently under development by Kolter Homes. Part of the Cresswind portfolio, this 55+ active adult community is located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

Building on the success of Kolter’s 13 prior Cresswind communities, including the award-winning Twin Lakes Georgia, Rocky River continues to benefit from the company’s extensive experience delivering large-scale residential projects on time and within budget. Collectively, these developments have delivered over 6,300 homes and remain either complete or under active construction.

Construction Progress

Construction activity at Rocky River advanced steadily throughout November, with crews maintaining momentum on both the North and South sides of the site.

On the South side, work has focused on fine grading and ongoing installation of the storm drain system, following the completion of mass grading last month. Road construction progressed with the installation of paving over previously laid stone base, and the final plat for the South side is scheduled to be recorded. Utility infrastructure also advanced, including continued work on the onsite forced main and water main.

Meanwhile, on the North side, crews continued installation of underground power, complementing last month’s completion of the gas main. Offsite utility connections along Coley Store Road progressed as well, including the ongoing installation of both the water main and forced main.

Work also moved forward on the pump stations, with crews tying in the wet wells for pump stations 2 and 3, building on the installations completed in October.

With multiple infrastructure systems advancing simultaneously, Rocky River remains on track and continues to demonstrate strong momentum heading into the final months of 2025.
