Rocky River Rural EB-5 Project March 2026 Construction Update

Rocky River is a planned 1,120-home community offering a full range of lifestyle amenities, currently under development by Kolter Homes. Part of the Cresswind portfolio, this 55+ active adult community is located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

Building on the success of Kolter’s 13 prior Cresswind communities, including the award-winning Twin Lakes Georgia, Rocky River continues to benefit from the company’s extensive experience delivering large-scale residential projects on time and within budget. Collectively, these developments have delivered over 6,300 units and are either complete or under active construction.

This month, Kolter Homes has also opened ten fully furnished and professionally designed model homes at Rocky River, offering potential homebuyers a detailed look at the living options available within the active-adult community.

Construction Progress

Construction activity advanced steadily throughout March, with continued progress across key infrastructure and community features. Installation of the offsite water main along Coley Store Road remained ongoing, alongside continued construction of the project’s pump stations. A notable milestone was reached with the completion of the community’s entry monuments and walls, further defining the project’s visual identity and arrival experience.

Work also continued on the construction of the guard houses, while crews advanced the installation of sidewalks within the common open space (COS) areas. Landscaping efforts progressed with the completion of irrigation systems and plantings in the COS areas surrounding the model homes. In addition, installation of irrigation and landscaping at the community entrance began, enhancing the project’s overall presentation.

Site development also moved forward with the completion of fine grading on the south side of the project. Excavation work continued at the north lake, and pump stations 1 and 3 were successfully started up, marking an important step toward operational readiness for the community’s utility infrastructure.

Looking ahead, crews will continue installing underground power on the south side of the development. The project team will also proceed with tying in and testing both the offsite water main and the offsite force main along Coley Store Road. Construction of the guard houses is expected to reach completion soon, while pump station 2 will be started up and submitted for its permit to operate. Work will also continue on the installation of COS sidewalks, along with completing irrigation and landscaping at the community entrance as the project continues progressing toward its next development milestones.
