Bay Creek January 2026 Construction Update

Bay Creek continues to make steady progress this month as both residential and resort construction activities advance throughout the community. Located along Virginia’s scenic Chesapeake Bay in Cape Charles, Bay Creek blends coastal charm with a comprehensive selection of lifestyle amenities. Construction Progress

Real Estate Construction

Village F – Scott’s Landing – Phase I

Phase I permitting activities progressed steadily over the past month. The Phase I Resource Protection Area mowing permit was issued and all approved mowing activities were completed.

Significant construction milestones were achieved during Phase I. Bulk earthwork is now 100% complete. Installation of all major underground utilities has also been finalized, including the vacuum sewer main line, water main line, sewer laterals, and water services.

American Water installed new mainline sewer valves. Scheduled water and sewer tie-ins and system testing are planned for late January.

Infrastructure improvements continued with the completion of all Phase I ANEC road crossings. Road grading for Phase I is underway, with stone delivery scheduled for January to support continued progress.

Village F – Scott’s Landing – Phase II

Preliminary land planning for Phase II is now 100% complete, establishing the framework for continued development of the village.

All preliminary geotechnical fieldwork has been completed. Soil borings were finalized, and the final geotechnical report has been received, providing the necessary foundation data for design and permitting.

Village CA-1 – Clubhouse Area

Preliminary engineering investigations are underway, with approximately 50% of the evaluation of existing water and sewer conditions completed. A formal project proposal has been requested to advance the next phase of engineering work.

The topographic survey for the site is 100% complete, supporting detailed design and engineering activities.

Resort Construction

Enhancements to Bay Creek’s resort amenities continue to deliver visible improvements across the community.

Roof Work

The Clubhouse roof replacement is complete.

Locker Room Renovations

Renovation work inside the locker rooms continued to move forward through December and early January. Tile installation is underway, with hallway work scheduled to begin shortly. HVAC is now installed and working.

Secured Senior Loan Structure

The Bay Creek EB-5 project is financed through a secured senior loan, supported by a first-lien mortgage on portions of the development site. Each EB-5 investor participates in a distinct loan tranche with a four-year term. This individualized structure is rare in EB-5 offerings, and the shorter term further sets Bay Creek apart from typical rural projects.

Phased Development Approach

Bay Creek has been under development for several years, with nearly 300 land lots sold over the past five years. The current development strategy uses a phased approach, allowing construction to be paced in line with market conditions.
