Bay Creek December 2025 Construction Update

Bay Creek continues to make steady progress this month as both residential and resort construction activities advance throughout the community. Located along Virginia’s scenic Chesapeake Bay in Cape Charles, Bay Creek blends coastal charm with a comprehensive selection of lifestyle amenities. Residents and members enjoy private beaches, a preserved natural landscape, and two championship golf courses designed by Arnold Palmer and Jack Nicklaus.

Real Estate Construction

Village F – Scott’s Landing – Phase I

Infrastructure development for the single-family homesites in Scott’s Landing Phase I continues to track forward.

Bulk earthwork, vacuum sewer mains, and water mains remain fully finalized. Sewer laterals and water service installations are now 100% complete as well. Water and sewer tie-ins and associated testing are scheduled to occur during December.

Electric service is set to advance with road-crossing installation in December.

Village F – Scott’s Landing – Phase II

Planning and design work for Phase II continues to move forward. Preliminary land planning remains fully complete, and the previously completed geotechnical fieldwork continues to support ongoing design efforts.

Village CA-1 – Clubhouse Area

Pre-development planning around the Clubhouse continues to advance. Engineers are continuing their assessment of existing water and sewer infrastructure, with roughly half of the investigation completed to date, and a full project proposal requested. The topographic survey for the area is also complete.

Resort Construction

Enhancements to Bay Creek’s resort amenities continue to deliver visible improvements across the community.

Roof Work

Roof demolition has been fully completed, and shingle installation began shortly afterward. All venting needs have been addressed, allowing roofing activities to progress as scheduled.

Life Center Saunas

Both the men’s and women’s saunas reached full completion by late November. Final finishes were applied ahead of the planned Black Friday opening, and the saunas are now fully open for member use.

Locker Room Renovations

Renovation work inside the locker rooms continued to move forward through late November and into early December. Construction is progressing as planned, and the space is steadily transitioning toward its next phase of finishing work.

Secured Senior Loan Structure

The Bay Creek EB-5 project is financed through a secured senior loan, supported by a first-lien mortgage on portions of the development site. Each EB-5 investor participates in a distinct loan tranche with a four-year term. This individualized structure is rare in EB-5 offerings, and the shorter term further sets Bay Creek apart from typical rural projects.

Phased Development Approach

Bay Creek has been under development for several years, with nearly 300 land lots sold over the past five years. The current development strategy uses a phased approach, allowing construction to be paced in line with market conditions.
