EB5AN Hosts Grand Park & Bay Creek Partner Site Visits in January 2026

From January 18–20, EB5AN hosted a group of approximately 20 valued Chinese partners for a multi-day site visit to two of its flagship rural EB-5 projects: Bay Creek in Cape Charles, Virginia, and Grand Park in Colorado. The visit was designed to provide partners with a firsthand look at project progress, community development, and the underlying fundamentals that continue to make both offerings compelling EB-5 investment opportunities.

Over the course of three days, partners participated in guided onsite tours, shared meals, and in-depth discussions with the EB5AN team. The visit offered a balanced mix of project education, relationship-building, and on-the-ground perspective; allowing partners to see, feel, and better understand the projects they represent.

A Warm Welcome and Meaningful Exchange

The partner visit began with a warm welcome from the EB5AN team and an overview of the purpose and agenda for the trip. From the outset, the focus was on open dialogue, transparency, and shared goals. Group meals provided relaxed settings for conversation, where partners and EB5AN team members exchanged insights on investor priorities, market conditions, and the evolving EB-5 landscape.

These gatherings allowed partners to ask detailed questions, discuss real-world investor concerns, and gain clarity on how each project is structured to prioritize both immigration success and capital protection. These moments of informal exchange set a collaborative tone for the entire visit.

Experiencing Bay Creek

A key highlight of the visit was the in-depth tour of Bay Creek, a large-scale, master-planned waterfront community located along the Chesapeake Bay. Partners explored the community by moving through active and completed areas of development, gaining a clear sense of the project’s scale, vision, and momentum.

During the tour, partners saw residential areas at various stages of completion, existing amenities already in use, and land planned for future phases. The natural setting—defined by open water views, preserved green spaces, and thoughtfully designed infrastructure—left a strong impression.

Beyond the lifestyle appeal, discussions focused on the project’s EB-5 fundamentals. EB5AN representatives walked partners through the senior loan structure, the first-priority mortgage on developable real estate, and the clearly defined loan term.

Understanding the Value of a Rural EB-5 Project

Throughout the Bay Creek visit, particular attention was given to the advantages of its rural targeted employment area (TEA) designation. Partners reviewed how the reduced $800,000 investment threshold, access to rural set-aside visas, and priority I-526E processing combine to significantly improve immigration timelines for investors.

Equally important was the discussion around job creation. Partners learned how construction activity, infrastructure development, and ongoing operations contribute to robust EB-5-eligible job numbers that comfortably exceed program requirements. EB5AN partners also toured Grand Park, a large-scale, all-season master-planned community located in a high-demand mountain market. While distinct in setting from Bay Creek, Grand Park offered partners a complementary perspective on how EB-5 capital can support long-term community development in different regions of the United States.

During the visit, partners observed active development areas and learned more about the project’s mixed-use components, including residential, commercial, and hospitality elements. The scale of the site and the visible progress underscored the project’s role as a growing regional hub.

Discussions at Grand Park highlighted similarities in EB-5 structure, such as the senior loan model and rural designation, while also addressing how the project’s location, demand drivers, and development strategy differ from Bay Creek. Seeing both projects in close succession helped partners better articulate the unique strengths of each.
