Construction Progress
October brought continued forward movement across Bay Creek’s residential sections, as both vertical and horizontal development efforts advanced on schedule.
In Scott’s Landing – Phase I, which includes 59 single-family homesites, infrastructure development reached significant milestones. Bulk earthwork is now fully completed, while the installation of the vacuum sewer system has also reached 100%. Water main installation is halfway complete, and electric service is scheduled for deployment in the coming weeks.
In Scott’s Landing – Phase II, substantial planning and site readiness work progressed. Preliminary land planning is now finalized, and all geotechnical fieldwork has been completed. A construction management agreement has been executed with Marathon, and final pricing has been completed for planned amenities, including the dock and kayak launch.
In Village CA-1, located near the Clubhouse, a preliminary cost assessment based on the cottage layouts has been finalized. The engineering team has completed more than half of its investigation into existing water and sewer systems, and a formal project proposal has been requested. A comprehensive topographic survey was also completed.
Secured Senior Loan
The Bay Creek EB-5 investment is structured as a senior secured loan. The loan is backed by a first-lien mortgage on portions of the development site. Each EB-5 investor is associated with a separate loan tranche, each with a four-year term. These individually structured tranches are uncommon in EB-5 projects, and the shorter loan duration further distinguishes Bay Creek from typical rural offerings.
Phased Development and Delivery
Bay Creek has been under development for several years and has sold nearly 300 lots and delivered numerous homes. The current approach leverages a flexible, phased development model, allowing the team to pace construction in alignment with market trends. This strategy reduces exposure to market fluctuations and enhances project resilience, creating a more secure investment environment for EB-5 participants.
