Rocky River Rural EB-5 Project October 2025 Construction Update

Rocky River is a planned 1,120-home community featuring a range of lifestyle amenities, currently under development by Kolter Homes. As part of the Cresswind portfolio, it is a 55+ active adult community located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

The project builds on the success of 13 previous Cresswind communities by Kolter Homes, including the award-winning Twin Lakes Georgia. Collectively, these developments have delivered over 6,000 homes and are either completed or actively under construction. With a strong history of delivering large-scale residential communities on schedule and within budget, Kolter Homes brings deep expertise to the Rocky River project.

Construction Progress

Significant development continued at Rocky River throughout September and October, with activity accelerating across both the North and South sides of the site.

On the North side, crews made steady progress with the ongoing installation of underground power and gas infrastructure. Meanwhile, on the South side, construction teams pushed forward with mass grading and storm drain installation. Key roadway work will begin this month as well, including the installation of stone base for new roads and the first round of paving on the South side.

Utility infrastructure also moved ahead across the board. The offsite water main extension and offsite forced main along Coley Store Road advanced further, accompanied by progress on both the onsite forced main and watermain on South side.

One of the major milestones this month will be the installation of wet wells for pump stations 2 and 3, building on the successful setup of Pump Station 1 in September.

As multiple infrastructure systems progress in parallel to the vertical construction of the model homes, Rocky River remains on track and continues to demonstrate strong momentum heading into Q4 2025.

Baby boomers currently hold over $18 trillion in U.S. housing wealth, far surpassing younger generations. As a result, 55+ communities like Rocky River tend to remain insulated from broader market volatility and maintain strong sales velocity despite economic headwinds.
