Rocky River Rural EB-5 Project April 2026 Construction Update

Rocky River is a planned 1,120-home community offering a full range of lifestyle amenities, currently under development by Kolter Homes. Part of the Cresswind portfolio, this 55+ active adult community is located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

Building on the success of Kolter’s 13 prior Cresswind communities, including the award-winning Twin Lakes Georgia, Rocky River continues to benefit from the company’s extensive experience delivering large-scale residential projects on time and within budget. Collectively, these developments have delivered over 6,300 units and are either complete or under active construction.

This month, Kolter Homes has also opened ten fully furnished and professionally designed model homes at Rocky River, offering potential homebuyers a detailed look at the living options available within the active-adult community.

Construction Progress

Construction activity continued to advance in April, building on the steady progress achieved in March across key infrastructure and site development work.

In March, significant milestones were reached, including the completion and testing of the offsite water main along Coley Store Road, completion and activation of Pump Stations 1 and 3, completion of the guard houses, and completion of irrigation and landscaping at the entrance. Additional progress included continued installation of underground power on the south side, ongoing excavation of the north lake, and paving of a 1” overlay on the north side.

In April, construction activity remained focused on advancing remaining utility and infrastructure work. Crews continued installation of underground power on the south side of the development. The project team also began the tie-in of the offsite water main along Coley Store Road, building on the prior month’s completion and testing. In addition, startup activities for Pump Station 2 commenced during the month, marking another step toward full operational capacity of the project’s utility systems.

Overall, April reflects continued progress in completing critical infrastructure elements, with utility integration and system expansion advancing toward full community readiness.

Rocky River is designed for financially secure retirees and semi-retirees, with an average move-in age of 72. Buyers in this demographic often have substantial home equity and retirement savings, allowing them to make purchases in cash or with sizable down payments, even in higher interest rate environments.

With baby boomers controlling over $18 trillion in U.S. housing wealth, 55+ communities like Rocky River tend to remain insulated from broader market fluctuations, maintaining strong sales momentum despite economic uncertainty.

Targeting this financially secure demographic allows Kolter to ensure Rocky River maintains steady performance throughout the development process.
