Significant momentum continued across multiple neighborhoods this month as infrastructure and site development efforts progressed steadily.
Village F – Scott’s Landing – Phase I
In the first phase of Scott’s Landing, which includes 59 single-family homesites, bulk earthwork has been finalized. Installation of the vacuum sewer system has reached 75% completion, approximately ten days ahead of the projected timeline. Waterline stakeout work is scheduled next, and the design for electrical utilities is now complete.
Village F – Scott’s Landing – Phase II
Geotechnical investigations for Phase II have been finalized. The team is assessing new product types, and verbal approval has been granted to introduce condominiums in the southern portion of the site. As for amenities, layout designs for the community dock and kayak launch have been completed, and pricing estimates are now underway.
Fairways
At the Fairways, preliminary planning continues to make headway. Verbal planning clearance has been received for condominium development. The architectural team has redesigned the schematics to include elevator access and finalized the building footprint. Preparations for the preliminary plat have begun.
Village CA-1 – Clubhouse Area
Initial design and engineering efforts are progressing. A collaborative planning session reviewed old cottage layouts, and preliminary interior layouts began based on team input. A complete topographic survey has been finished, and CAD files are prepped for land planning once building footprints are approved. Engineers have begun evaluating the existing sewer and water infrastructure.
Resort Construction
Bay Creek’s resort amenities also saw major progress, with a number of new features nearing completion or advancing into new phases of design and build.
Bag Storage Facility
The bag storage structure is nearly finished, with installation expected in September. A plan is in place to make the facility accessible to club members immediately after installation.
Pickleball Courts
The pickleball courts are fully operational and currently in use by both residents and resort guests. Surrounding concrete walkways are in place, while finishing touches, including sun shades and benches, are awaiting delivery. Landscaping around the area is expected to be completed in upcoming weeks.
Life Center Saunas
Demolition of the existing space where saunas will be installed has begun. Two units have been ordered and are awaiting delivery date confirmation. Completion is anticipated by October 2025.
Locker Room Renovations
The renovation plan for the locker rooms has received approval from the Town of Cape Charles, and permits are expected soon. Demolition is set to begin in September, with project completion targeted for February 2026.
Main Clubhouse Roof Replacement
Kyro Builders has been selected to handle the roof of the main clubhouse. The project is set to begin in October and is scheduled for completion by November.
Secured Senior Loan
The Bay Creek EB-5 investment is structured as a senior secured loan. The loan is backed by a first-lien mortgage on portions of the development site. Each EB-5 investor is associated with a separate loan tranche, each with a four-year term. These individually structured tranches are uncommon in EB-5 projects, and the shorter loan duration further distinguishes Bay Creek from typical rural offerings.

Bay Creek has been under development for several years and has sold nearly 300 lots and delivered numerous homes. The current approach leverages a flexible, phased development model, allowing the team to pace construction in alignment with market trends.
