Rocky River Rural EB-5 Project January 2026 Construction Update

Rocky River is a planned 1,120-home community offering a full range of lifestyle amenities, currently under development by Kolter Homes. Part of the Cresswind portfolio, this 55+ active adult community is located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

Building on the success of Kolter’s 13 prior Cresswind communities, including the award-winning Twin Lakes Georgia, Rocky River continues to benefit from the company’s extensive experience delivering large-scale residential projects on time and within budget. Collectively, these developments have delivered over 6,300 units and are either complete or under active construction.

Construction Progress

Construction activity progressed steadily throughout January, with significant advancements across multiple areas of the community. Installation of the offsite water main along Coley Store Road continued, alongside ongoing electrical work for the pump stations. Underground power installation was completed on the north side of the project, marking an important infrastructure milestone. Crews also continued building the entry monuments and walls, advancing the overall visual identity of the community.

On the south side, the final plat was officially recorded, representing a key development achievement. Construction of the guard houses moved forward, while installation of sidewalks within the common open space (COS) areas continued to take shape. Landscaping efforts also began in the COS areas surrounding the model homes, with irrigation systems and plantings now underway to enhance the community’s presentation.

Construction activity transitioned from January into February with underground power installation proceeding on the south side, and fine grading of this area is expected to be completed soon. Crews will tie in and test both the offsite water main and the offsite force main along Coley Store Road to ensure full operational readiness. Entry monuments and walls are continuing to advance, and construction of the guard houses is anticipated to reach completion in February.
