June 2025 Visa Bulletin: Modest Advancements in EB Categories, No Change for EB-5

The U.S. Department of State has published the June 2025 Visa Bulletin, bringing a combination of modest advancements and unchanged dates across various employment-based visa categories. While some categories have seen slight forward movement, others remain static, including Chinese and Indian nationals seeking EB-5 visas.

Final Action Dates

United States Citizenship and Immigration Services (USCIS) has confirmed that it will follow the Final Action Dates chart for all employment-based Green Card applications in June. This means that applicants whose priority dates are earlier than the final action dates listed for their category and country can move forward with their immigration process. If the bulletin lists a category as “current” (“C”), visas are immediately available with no waiting period or backlog.

Slight Movement in Employment-Based Visa Categories

In the EB-1 category, the situation remains unchanged. Final Action Dates for China and India are static at November 8, 2022, and February 15, 2022, respectively, while all other countries stay current.

In the EB-2 category, there has been some progress. China’s Final Action Date has advanced by two months, now set at December 1, 2020. For all other countries except China and India, the Final Action Date has moved forward by nearly four months to October 15, 2023. Unfortunately, Indian nationals continue to face significant delays as their date remains unchanged at January 1, 2013.

There are also some modest advancements in the EB-3 category. China’s date has progressed by three weeks to November 22, 2020, while for all countries other than China and India, the date has moved forward by five weeks to February 8, 2023. However, EB-3 Indian applicants see no progress, as the date remains at April 15, 2013.

The EB-4 category remains unavailable as the annual limit has been reached, with no new visas expected until the start of the new fiscal year in October 2025.

EB-5 Visa Categories Remain Static

The EB-5 visa shows no movement in unreserved categories for both China and India. China’s date remains at January 22, 2014, and India’s date holds at May 1, 2019. For all other countries, the category remains current, allowing immediate visa processing. The EB-5 set-aside categories—rural, high unemployment, and infrastructure—also remain current for all countries.

Next Steps for EB-5 Investors

The June 2025 Visa Bulletin highlights a combination of modest progress and ongoing stagnation, especially for Indian nationals in several employment-based visa categories. While some countries are seeing slight improvements, most Chinese and Indian nationals continue to face significant backlogs that hinder their ability to move forward with the immigration process.

Despite these persistent challenges, the EB-5 set-aside categories continue to remain current for all countries. This stability in set-aside visa availability presents a unique opportunity for investors looking to secure faster processing times. Especially by choosing a rural EB-5 project, eligible investors may avoid the lengthy delays and visa availability issues associated with unreserved categories, while benefiting from priority processing.
