Elyse Atlanta is a best-in-class EB-5 project in a high unemployment targeted employment area (TEA). As a high unemployment TEA project, the minimum investment is only $800,000, and investors benefit from access to set-aside EB-5 visas.
EB-5 funds will be used to support the development of Elyse Atlanta, a luxury condominium tower consisting of 194 condominium units and amenities located in the heart of Buckhead, Atlanta’s most prestigious residential and commercial enclave, on West Paces Ferry Road.
Construction is underway, and the project has already created more than 147 qualifying EB-5 jobs, enough to satisfy the job creation requirement for the first 14 investors. Upon completion, the project is expected to create more than 3,000 permanent jobs, which is more than triple the required amount.

EB-5 investments will be used to make a loan to fund the Elyse Atlanta project. A Kolter parent company has provided a loan repayment guaranty, which means that if the borrower were unable to repay the loan on time, the parent company’s assets and equity would be used to fully repay the balance of the loan.
The Elyse Atlanta project features a job creation guaranty, which means the developer will spend all EB-5 funds on EB-5 program eligible expenditures. Construction of the Elyse Atlanta project is already underway. Over 147 new qualifying EB-5 jobs have already been created for EB-5 investors. Upon completion, the project is expected to create 3,026 EB-5–eligible jobs, far more than the number of jobs required for all EB-5 investors in the project to qualify for their Green Cards.
The Elyse Atlanta project is located in an urban TEA. An investment in an urban project provides access to urban set-aside visas, which account for 10% of all EB-5 visas. Having access to set-aside visas means avoiding the long waits associated with visa backlogs.
EB-5 investors in Elyse Atlanta benefit from an I-526E approval refund guaranty. This guaranty means that if an EB-5 investor’s I-526E petition is denied by USCIS, he or she will generally be able to receive an expedited return of his or her money.
EB-5 investors in Elyse Atlanta benefit from a construction completion and project funding guaranty. This guaranty commits to complete construction and ensure that sufficient funds are in place to do so, reducing the risk that construction stalls or the project fails to deliver.
