Elyse Atlanta is a luxury condominium tower under development by Kolter in Buckhead, Atlanta’s most prestigious residential and commercial enclave. The tower will include 194 residences and approximately 63,000 square feet of resort-style indoor and outdoor amenities.
Elyse Atlanta is next door to The St. Regis Atlanta, ranked #1 among the Best Atlanta Hotels by U.S. News & World Report for 2026. The St. Regis is also the only hotel in Atlanta to hold a 2026 Five-Star rating from Forbes Travel Guide.
This update covers construction progress at Elyse Atlanta during October 2026, along with the latest EB-5 job creation figures for the project.

Construction Progress
In October, crews made steady progress on the foundation and underground levels of Elyse Atlanta and began preparing for the tower’s first concrete floor slabs.
Crews finished pouring the concrete floor slabs at the B1 basement level, where the back-of-house rooms, service corridor, and residential storage will be, and on the south side of the parking deck. Ground-level preparation also continued ahead of the next slab pours. Crews kept drilling and pouring concrete for the caissons, the deep foundation supports that anchor the building, and have nearly finished backfilling soil along the foundation walls.
Crews are installing rebar, the steel bars that reinforce concrete, in the shallow foundations on the north side of the site at ground level (Level 1). Rebar work is also underway at the northeast corner near the elevator bank to prepare for the tower’s first above-ground floor slab.
Underground, crews continued installing the building’s initial mechanical, electrical, and plumbing (MEP) lines and storm drainage. Most of the underground electrical work is now complete.
Together, these milestones bring Elyse Atlanta closer to the next phase of construction: building the tower’s structural frame.
Job Creation Progress for Elyse Atlanta
Elyse Atlanta has already created more than 394 qualifying EB-5 jobs. Upon completion, the project is expected to create approximately 3,026 qualifying jobs. With an EB-5 offering of $80 million, the project needs 1,000 jobs to support 100 EB-5 investors, so projected job creation is more than three times the requirement.
Why Job Creation Matters for EB-5 Investors
Under the EB-5 program, each investor’s capital must create at least 10 full-time jobs for U.S. workers. USCIS reviews this requirement when the investor files Form I-829 to remove the conditions on permanent residence, so a project’s ability to generate jobs has a direct effect on each investor’s immigration outcome.
Elyse Atlanta includes a job creation guaranty, under which all EB-5 funds will be spent on EB-5 eligible expenses. Because construction is already underway, investors can follow actual job creation alongside the long-term projections.
Experienced Developer
Elyse Atlanta is being developed by The Kolter Group, one of the largest private developers in the United States. Since 1997, Kolter has invested in real estate projects totaling over $40 billion in value, completed more than 110 projects, and delivered approximately 35,000 units. Kolter has never failed to repay a loan, and all EB-5 investments in Kolter projects are in good standing or have been repaid.
The project is led by Kolter Urban, the company’s luxury condominium division, which has delivered more than 4,500 residences. Kolter Urban has already completed two luxury condominium towers in Buckhead, Graydon Buckhead and The Dillon, both of which sold out.
Independent Regional Center
Elyse Atlanta is located in a high-unemployment area, so the minimum investment is $800,000 and investors have access to the 10% set-aside visa category reserved for these projects. The EB-5 loan has a three-year term and is secured by a repayment guaranty from a Kolter parent company. Investors also benefit from a construction completion and project funding guaranty, an I-526E approval refund guaranty, and the job creation guaranty described above.
For investors already in the United States on H-1B, L-1, or E-2 status, the project’s set-aside eligibility also allows concurrent filing for adjustment of status, along with work and travel authorization.
More than 3,000 families from over 70 countries have selected EB-5 projects sponsored by EB5AN regional centers. Our expert team has more than a decade of experience and offers clients high-quality, low-risk EB-5 regional center projects with a 100% USCIS project approval rate.
