Bay Creek April 2026 Construction Update

Bay Creek continues to make steady progress this month as both residential and resort construction activities advance throughout the community. Located along Virginia’s scenic Chesapeake Bay in Cape Charles, Bay Creek blends coastal charm with a comprehensive selection of lifestyle amenities. Village F – Scott’s Landing – Phase I

Phase I construction continues to advance toward completion. The final plat was submitted on March 31, 2026. Curb installation is now 95% complete, and basin tie-ins are 90% complete.

Village F – Scott’s Landing – Phase II

Pre-construction and planning efforts in Phase II are progressing on multiple fronts. The final plat to create parcel F-C was submitted on March 31, 2026. Contractor pricing for Phase II and III construction has been finalized, and the water main line is now 100% installed. Amenity construction commenced on March 30, 2026.

Village CA-1 – Clubhouse Area

Pre-development planning for Village CA-1 continues to advance. Cottage, townhome, and duplex plan layouts have been completed, and a preliminary budget based on the cottage land plan is now in place. On the engineering side, a project proposal has been requested. The preliminary investigation of existing water and sewer conditions and the full topographic survey, both previously completed, continue to support ongoing design and planning efforts.

Secured Senior Loan Structure

The Bay Creek EB-5 project is financed through a secured senior loan, supported by a first-lien mortgage on portions of the development site. Each EB-5 investor participates in a distinct loan tranche with a four-year term. This individualized structure is rare in EB-5 offerings, and the shorter term further sets Bay Creek apart from typical rural projects.

Phased Development Approach

Bay Creek has been under development for several years, with nearly 300 land lots sold over the past five years. The current development strategy uses a phased approach, allowing construction to be paced in line with market conditions. This method reduces exposure to market fluctuations and enhances the project’s long-term resilience.
