Rural EB-5 projects have become a preferred choice for many investors because of the immigration benefits they offer.
With advantages such as priority processing and access to rural set-aside visas, rural investments can help reduce delays and provide a clearer, more predictable path to U.S. permanent residency.
Rural EB-5 petitions receive priority processing from USCIS, which can lead to faster adjudication times. Of the 800+ rural I-526E approvals received by EB5AN investors, approximately 80% were approved within one year.
An investment in a rural EB-5 project provides access to the rural visa set-aside category, which reserves 20% of all EB-5 visas and may help reduce immigration delays.
Investors in rural TEA projects benefit from a reduced minimum investment of $800,000, compared with $1,050,000 for projects not located in a TEA.
To qualify as a rural TEA, projects must be located in an area that is:
This designation is reviewed by U.S. Citizenship and Immigration Services during the EB-5 project approval process.
Rural projects are prioritized because these communities often have limited access to investment capital, and EB-5 funding supports local development and job creation.
Investors in the EB-5 Immigrant Investor Program can choose from several types of EB-5 projects. The table below highlights the key differences between rural TEA projects, urban TEA projects, and standard EB-5 investments.

EB-5 regional centers channel invested capital into U.S. developments that generate economic growth and job creation. By participating in an EB-5 project, investors can pursue U.S. permanent residency while helping fund projects that support local economies.
An investor commits the required capital to a qualifying EB-5 project. In many cases, the investment is made through a regional center that manages the project structure and compliance with EB-5 program rules.
After making the investment, the investor files Form I-526E, which demonstrates that the investment was made in a qualifying EB-5 project and that the job creation requirement is expected to be met. Once approved, the investor can proceed with the immigration process.
The investment funds are used to support the development of a project such as a residential community, resort, infrastructure project, or commercial development. These funds help finance construction, operations, and other project costs.
Following approval of the petition and completion of the visa process, the investor and their qualifying family members each receive a conditional Green Card in the United States.
As the project moves forward, construction activity and ongoing operations generate employment. EB-5 regulations require that each investor’s investment contributes to the creation of at least 10 qualifying jobs for U.S. workers.
Within the 90-day period before the end of the investor’s two-year conditional permanent residence period, the investor files Form I-829 to remove the conditions on their green card. If the investment has met EB-5 program requirements, including creation of the required jobs, I-829 approval removes the conditions.
Most EB-5 investments are made through USCIS-approved regional centers, which are organizations approved by the United States Citizenship and Immigration Services to sponsor and manage EB-5 investment projects. Regional centers work with developers to structure projects that meet the EB-5 Immigrant Investor Program’s requirements. While the regional center manages immigration compliance, the project developer is responsible for the project’s construction and operations.
For investors, regional center projects offer several advantages:
Passive business management
Investors are not required to actively manage the business. Instead, the project company is operated by experienced developers and management teams.
Indirect job creation requirement
Regional center projects can count indirect and induced jobs created through construction spending and economic activity.
Exemplar project approval
Many regional center projects receive I-956F exemplar approval, meaning the project structure and job creation methodology have already been approved by USCIS.
The alternative to investing through a regional center is a direct EB-5 investment. In a direct investment, the investor typically starts or actively manages a U.S. business and must create at least 10 full-time jobs for U.S. workers directly through that business. Because direct investments require active management and cannot count indirect job creation, many investors instead choose regional center projects.
Choosing the right EB-5 project is one of the most important decisions in the immigration process. EB5 Visa Investments is an EB-5 investment platform that connects foreign investors with carefully selected EB-5 projects sponsored by approved regional centers.
The firm works with experienced U.S. developers to offer investment opportunities designed to meet the requirements of the EB-5 Immigrant Investor Program and support investors seeking U.S. permanent residency.

To qualify for a U.S. green card through the EB-5 Immigrant Investor Program, investors must meet several key requirements:
Make the minimum investment
Invest $800,000 in a qualifying targeted employment area (TEA) project or $1,050,000 in a non-TEA project.
Create 10 jobs
Each investment must create at least 10 full-time jobs for U.S. workers.
Remain involved in the business management
Investors must have at least a policy-level role in the enterprise’s management.
Keep your investment at-risk
EB-5 capital must be placed at risk in a commercial enterprise for at least two years. Guaranteed returns are not permitted under program rules.
Prove your lawful source of funds
Investment capital must come from a lawful source. Common sources include business income, salary, property sales, or investments.
A rural EB-5 project is an investment located in a rural targeted employment area (TEA) under the EB-5 Immigrant Investor Program. These projects are typically located outside major metropolitan areas and may qualify for priority processing and access to reserved EB-5 visas, making them increasingly popular among investors.
The EB-5 Reform and Integrity Act of 2022 (RIA) is a federal law that reauthorized the EB-5 Regional Center Program through 2027 while introducing strict new oversight and transparency measures. It was designed to protect foreign investors from fraud, improve national security, and prioritize economic development in rural and high-unemployment areas.
Key changes include new minimum thresholds for qualifying investments, specifically $800,000 for Targeted Employment Areas (TEA) and $1,050,000 for others, and the ability for investors already in the U.S. to file for their green card and work permit simultaneously.
A rural TEA is defined as a location outside a metropolitan statistical area and outside towns or cities with populations of 20,000 or more, based on U.S. census data. Projects that meet these criteria may qualify for the rural EB-5 visa set-aside category.
The minimum investment depends on the project location. Investments in targeted employment areas (TEAs), including both rural and high-unemployment urban projects, typically require a minimum investment of $800,000, while projects outside TEAs require $1,050,000.
Rural EB-5 projects may receive priority processing from U.S. Citizenship and Immigration Services. Because a portion of EB-5 visas is reserved for rural investments, these projects can sometimes offer a faster path through the EB-5 process than other project types.
Like any investment, EB-5 projects carry risk. Investors typically evaluate factors such as the developer’s experience, the project’s financial structure, job creation methodology, and the stage of development before making an investment decision.
EB-5 investments are subject to the same types of risks as other real estate or development investments. Foreign nationals typically perform due diligence, considering factors such as:
Working with experienced EB-5 professionals can help investors evaluate opportunities and better understand the potential risks involved.
EB-5 investments must create at least 10 qualifying jobs for U.S. workers per investor. In regional center projects, job creation can include direct, indirect, and induced jobs, which are typically calculated using economic impact models based on construction spending and operational activity.
Yes. Once an EB-5 investor receives a U.S. green card, they are not required to live near the project they invested in. Investors and their eligible family members can live, work, and study anywhere in the United States.
Choosing the right EB-5 project is one of the most important decisions in the immigration process.
Understanding the available investment opportunities and how they align with your immigration goals can help you approach the EB-5 Green Card process with confidence. We recommend that you seek professional advice before making any decisions. The team at EB5 Visa Investments works with investors from around the world to review available projects, explain the EB-5 process, and help investors evaluate opportunities that meet program requirements.
