Spring Haven Urban EB-5 Project: September 2026 Construction Update

Spring Haven is a best-in-class urban EB-5 project located in Newnan, Georgia. The 700-home Cresswind active-adult community, developed by Kolter Homes, is making steady construction progress and has already created all required EB-5 jobs. With strong home sales and USCIS approval of the project’s Form I-956F application, Spring Haven remains one of the premier offerings in the urban EB-5 market.

Spring Haven entered September 2026 with work advancing at two different stages of development. Kolter Homes continues to build and deliver homes throughout the existing community while preparing the next supply of homesites needed to sustain construction into 2027.

Roadwork for Phase 3B is now complete, and the plat for the new phase has been submitted for approval. Phase 3B will add 67 homesites to Spring Haven’s development pipeline.

Taken together, ongoing home deliveries and Phase 3B expansion work show the project advancing through both current construction and preparation for future growth. What is more, since June 2026, residents have enjoyed Club Cresswind, a major community amenity that has already become a center of activity and a gathering place.

Spring Haven is therefore advancing through construction, expansion, and day-to-day operations at the same time.

Construction and Home Deliveries Continue Across Spring Haven

Kolter is actively building and delivering homes to meet buyer demand, and construction is continuing throughout the development.

Spring Haven recorded 11 new home sales and six closings in July 2026, bringing the community’s totals to 258 homes sold and 204 homes closed.

These numbers show the project moving through the complete homebuilding cycle. New contracts create a pipeline of homes to be built, while closings represent completed transactions and homes delivered to buyers. With more than 200 closings already completed, Spring Haven has an established sales record, an existing resident population, and ongoing construction supported by additional buyers.

Continued home deliveries also generate revenue for the project. Although no real estate investment is without risk, sustained sales and closings are important evidence when EB-5 investors evaluate the project’s financial performance and the borrower’s ability to repay the EB-5 loan.

Phase 3B Will Add 67 Homesites

The completion of Phase 3B roadwork is the most important forward-looking milestone in the September update. With the roadwork finished and the plat submitted for approval, Kolter is preparing an additional 67 homesites for the community.

Those homesites represent nearly 10% of Spring Haven’s planned 700-home buildout. As Kolter delivers homes already under contract, Phase 3B is intended to supply additional inventory and support continued growth during 2027.

For a large residential development, maintaining this pipeline is crucial. A project must prepare future phases before the existing supply of available homesites is exhausted. Phase 3B demonstrates that Kolter is continuing to plan beyond current deliveries and advance the next portion of the community in an orderly sequence.

Club Cresswind Has Become a Center of Resident Activity

Spring Haven reached another major milestone when Club Cresswind opened on June 27. At the time, the opening marked the completion of one of the community’s most important amenities.

Club Cresswind has already become a gathering place and the center of activity within the community. This clubhouse plays a central role in the value proposition of a 55+ active-adult development. Buyers are not selecting only a house. They are also choosing the recreational facilities, social programming, and community environment that surround it.

Spring Haven’s residents have a permanent place for activities and events, while prospective buyers can see the community’s lifestyle functioning firsthand. That visibility can support future home sales by allowing buyers to evaluate an established community rather than relying only on plans and renderings.

Spring Haven Has Created All Required EB-5 Jobs

Construction progress is especially important for EB-5 investors because qualifying development expenditures generate the jobs needed to satisfy the program’s job creation requirement.

In June 2026, an additional $3.0 million in development expenditures had generated approximately 23 new EB-5 jobs. This brought total job creation at Spring Haven to 1,776 jobs.

The Spring Haven EB-5 offering is structured to raise up to $80 million through $800,000 investments from as many as 100 investors. Because each EB-5 investor must be credited with at least 10 qualifying jobs, a fully subscribed offering would require 1,000 jobs. The 1,776 jobs reported as of June 30 therefore provide a buffer of approximately 776 jobs above that requirement.

Spring Haven has already created 100% of the jobs required for all potential EB-5 investors. Spring Haven does not need Phase 3B or future home sales to reach the current EB-5 job-creation requirement. Continued development can add to the existing job total, but the project has already crossed the required threshold.

An Approved Urban EB-5 Project With Multiple Investor Protections

Spring Haven is located in an urban targeted employment area. Investors therefore qualify for the reduced $800,000 EB-5 investment amount and have access to the 10% of annual EB-5 visas reserved for qualifying high-unemployment-area investments.

USCIS has also approved the project’s Form I-956F application. Through this approval, USCIS accepted Spring Haven’s urban TEA qualification, investment structure, and job creation methodology. This removes a major area of project-level immigration uncertainty for investors filing Form I-526E.

The investment is structured as a secured EB-5 loan. Each investor has an individual four-year loan term that begins when that investor’s capital is released to the project, rather than a single term shared by everyone in the fund.

The offering also includes a loan repayment guaranty from a diversified Kolter parent company, an I-526E approval refund guaranty, and a job creation guaranty. These protections provide investors with greater transparency and several additional sources of protection beyond the project’s underlying real estate performance.

Kolter’s Experience With Cresswind Communities

Spring Haven follows 13 completed or active Cresswind communities developed by Kolter. Across those communities, more than 6,500 homes have been sold and more than 6,000 have been built and delivered.

The Kolter Group has completed more than 110 projects and delivered more than 35,000 units since 1997. The firm has invested in completed and active real estate projects totaling more than $40 billion in value and has never failed to repay a loan.

EB5AN and Kolter have also worked together on more than 25 prior EB-5 projects. All adjudicated projects in this relationship have received USCIS project approval, and all EB-5 investment funds have either been repaid or remain in good standing.

Kolter’s record with both Cresswind communities and EB-5 financing gives investors substantial prior performance to evaluate alongside Spring Haven’s current results.

What the September 2026 Update Means for EB-5 Investors

Kolter continues to build and deliver homes today, while the Phase 3B work prepares another 67 homesites to support construction in 2027. Club Cresswind is open and serving the residents who already live in the community.

The project’s figures are overwhelmingly positive: 258 homes sold, 204 homes closed, and 1,776 EB-5 jobs created according to the latest published reports. Spring Haven has already created all required EB-5 jobs, received Form I-956F approval, and established an operating community with a demonstrated record of buyer demand.
