Rocky River Rural EB-5 Project January 2026 Construction Update

Rocky River is a planned 1,120-home community offering a full range of lifestyle amenities, currently under development by Kolter Homes. Part of the Cresswind portfolio, this 55+ active adult community is located in Locust, North Carolina, approximately 45 minutes east of Charlotte.

Building on the success of Kolter’s 13 prior Cresswind communities, including the award-winning Twin Lakes Georgia, Rocky River continues to benefit from the company’s extensive experience delivering large-scale residential projects on time and within budget. Collectively, these developments have delivered over 6,300 units and remain either complete or under active construction.

Construction Progress

Construction activity at Rocky River continued to advance in January, with crews maintaining steady progress across site infrastructure, utilities, and community features.

Along Coley Store Road, installation of the offsite water main progressed through December and advanced into the tie-in and testing phase in January, while construction of the offsite forced main continued in parallel. On the North side, crews continued installation of underground power and are scheduled to complete this work by February, marking a significant milestone for utility infrastructure.

Construction activity transitioned from December into January with continued electrical installations supporting the pump stations, and on the South side, beginning installation of underground power. In January, construction of the community’s entry monuments and walls, and the guard houses continued progress. Installation of COS sidewalks also continues. Crews are completing fine grading of the South side, further preparing the area for subsequent phases of development. Construction of the guard houses is expected to be completed by the end of the month.

The project team has also recorded the final plat for the South side, representing an important step forward in the overall development schedule. With multiple systems advancing concurrently and several key activities reaching completion, Rocky River remains well-positioned as construction momentum continues into the new year.
