About the Simply Shenandoah Project
Simply Shenandoah is a rural EB-5 project sponsored by EB5AN. The resort is planned to include 120 guestrooms, a spa and aquatics facility, a yoga studio and fitness center, meeting and event space, and food and beverage facilities across 548 acres in Shenandoah County, Virginia, about 90 minutes from Washington, D.C.
The project received Form I-956F approval from U.S. Citizenship and Immigration Services (USCIS) and broke ground in March 2026. The offering is fully subscribed and is no longer accepting new investors.
Construction Update
Sitewide Grading and Utilities
Since the notice to proceed in late December 2025, the general contractor has focused on preparing the large rural site for vertical construction. Mass grading across the property has now been wrapped up.
Multiple trades are working at once, with earthwork, utility, electrical, plumbing, and concrete crews on site alongside a special inspector. Underground utility installation is underway at the Back of House parking area, and gravel staging was observed at the spa site.
Back of House
The Back of House building, which will hold the resort’s operational and administrative functions, is the furthest along of any structure on site.
Steel posts, beams, and wall framing are being installed across the building. Headers are in place at the west elevation clerestory storefront, and a steel header beam has been set at the buggy garage. At the building perimeter, sill plates have been installed on the concrete stem walls together with waterproofing, drainage mat, and insulation. Inside, a concrete curb has been poured at the water treatment room.
Spa, Fitness, and Guest Lodge Sites
Beyond the Back of House, early-stage work is spreading across the resort’s other building sites.
At the spa and aquatics site, excavation and grading are in progress. At the fitness building site, grading has produced a flat pad and equipment staging is underway. Excavation continues at Guest Lodges 1, 2, and 3 and has now started at Guest Lodges 4, 5, and 6 as well, meaning all six guest lodge sites are being prepared for foundations.
Outdoor Activities and Nature Experiences
For the investors in the project, construction progress is the engine of EB-5 job creation. Because Simply Shenandoah is a regional center project, qualifying jobs are calculated from construction spending, so each month of active work adds to the job count that supports investors’ Form I-526E and Form I-829 petitions.
As of July 31, 2026, more than 240 qualifying jobs had already been created, and the pace of work documented in this update continues to build on that base. The project is expected to create 2,047 EB-5 eligible jobs at completion, more than twice the number required for all investors in the project.
