About the Simply Shenandoah Project
Simply Shenandoah is a rural EB-5 project sponsored by EB5AN. The resort is planned to include 120 guestrooms, a spa and aquatics facility, a yoga studio and fitness center, meeting and event space, and food and beverage facilities across 548 acres in Shenandoah County, Virginia, about 90 minutes from Washington, D.C.
The project received Form I-956F approval from U.S. Citizenship and Immigration Services (USCIS) and broke ground in March 2026. The offering is fully subscribed and is no longer accepting new investors.
Construction Update
Site Access and Material Storage
A temporary road is in place on site, and material storage areas have been established for construction materials.
Foundations and Below-Grade Work
Concrete slab work progressed on the buildings under construction. Along the perimeter of the foundation, crews installed below-grade waterproofing and a drainage mat. These systems are designed to protect foundation walls from groundwater and direct water away from the structure.
Shoring remains in place beneath the cantilevered slab. A cantilevered slab extends beyond its supporting structure, so shoring typically stays in position until the permanent structure can carry the load.
Structural Steel
Steel structure work is underway on the buildings.
Mechanical, Electrical, Plumbing, and Fire Protection Rough-In
Stub-ups for mechanical, electrical, plumbing, and fire protection (MEP/FP) systems are in place. Stub-ups are the short sections of pipe and conduit that rise through the slab at planned locations, so each building’s systems can connect once interior work begins.
Grading and Storm Drainage
Site grading and storm drainage work continued around the buildings. Grading shapes the ground to control how water moves across the property, and storm drainage carries rainwater runoff away from the structures.
What This Progress Means for EB-5 Investors
For the investors in the project, construction progress is the engine of EB-5 job creation. Because Simply Shenandoah is a regional center project, qualifying jobs are calculated from construction spending, so each month of active work adds to the job count that supports investors’ Form I-526E and Form I-829 petitions.
As of September 30, 2026, more than 283 qualifying jobs had already been created, and the pace of work documented in this update continues to build on that base. The project is expected to create 2,047 EB-5 eligible jobs at completion, more than twice the number required for all investors in the project.
